We would point out that the Colours Regulations provide that a boom has to be fixed outside of each ship to prevent risk of collision from passing ships and we have sent a very complete and careful copy of Commercial Regulations to the Military Authorities who would see that the questions had been carefully considered and settled by the Colonial authorities.
14. We would suggest that a copy of this Report be sent to the Colonial Government and hope that if supported by them, the War Office may not insist on the condition of a boom surrounding the dock ship.
